Job description

The successful candidate for this role will be at the heart of building DWP Digital Group’s new organisational model, with a strategic focus on developing capability.
You will have experience of working in the digital, data and technology industry with a passion for building capability and ambition to create the most talented workforce in the industry.
The remit of the role is broad, with responsibility for developing capability at both an organisational and individual level. The Head of Digital Capability will lead work to develop and deliver our Digital Capability Strategy to build capability in Digital Group and the wider organisation, to support transformation of our services.

The Head of Digital Capability is a significant leadership role within Digital Group, DWP and the wider Civil Service as well as for the immediate area of responsibility.

The Head of Digital Capability will be responsible for:

1. Setting the strategic vision for Digital Capability in DWP. You’ll show thought leadership to develop and deliver our capability strategy, ensuring alignment with departmental and Civil Service strategic aims. You will keep up to date with the market and trends; actively seeking data to inform your thinking and stay ahead.

2. Working in partnership with Government Digital Service (GDS) to inform and implement the cross-government DDaT Capability Framework. Work alongside professional leaders in DWP to embed and ensure best use of skills frameworks and meet our ambition to create the most talented workforce in the industry.

3. Lead development of expert digital communities of practice to build professional capability. Ensure our practices are aligned with existing communities across government and continuously evolve to build and stretch the best capability for DWP Digital. Through these communities build excellence in digital skills, ensuring they are shared and exploited across the department with best practice shared across the Civil Service.

4. Overarching responsibility for large scale recruitment of digital specialists. You will lead for Digital Group on development and delivery of recruitment strategy and all elements of the recruitment cycle working alongside HR and Communications experts.

5. Lead a wide range of activity including workforce planning, apprenticeships and internships, career pathways and learning and development.

6. Develop and implement DWP’s strategy for building Digital Capability for non-Digital specialists across the wider department to reflect and enable large scale transformation of the way we deliver welfare and benefits.

7. Lead and manage the Digital Capability team and the budget for Digital Capability. A member of the Senior Leadership Team for Digital Group, DWP and the wider Civil Service.
