We are now looking for a technical thought-leader for one of the largest transformation programmes in Europe. This exciting role will make digital services quicker, more secure, simpler and more efficient, whilst networking to expand digital capabilities across Government.

Reporting to the Digital Director, your key responsibilities will include:

• Having technical accountability for all aspects of delivery across Working Age Digital and over £7m of programme delivery (£30m including staff costs);

• Demonstrating your leadership abilities to build and inspire a large, high performing team of developers across three UK sites, ensuring robust and secure development in an agile manner;

• Utilising your technical knowledge, you will define the enterprise architecture across digital, showing DWP to be an exemplar of delivery for all Government departments;

• Utilising your energy and understanding of technology as an enabler to engage with and inspire a wide range of stakeholders internally and externally, at all levels of seniority;

• Ensuring good governance and best practice methodologies, whilst thinking creatively to solve problems;

• Supporting strategy development, including cloud and technical viability for our broadening portfolio of programmes and the wider digital roadmap.

Key Criteria:

The successful candidate will be passionate about technology and its delivery in building a user-centric service whilst having the ability to collaborate and problem solve in a fast moving environment. They will have the ability and confidence to build relationships with senior stakeholders, both within government and beyond.

• The ability to influence, manage and challenge complex senior stakeholder relationships and deal with public and political scrutiny;

• Exceptional business acumen, commercial focus and communication skills with the ability to make commercial decisions in line with business needs and manage differing priorities effectively.

• Visible leadership with the ability to build high performing teams through developing capability, creating an inclusive culture and supporting others to deliver in a fast paced and demanding environment;

• High levels of personal resilience, remaining calm under pressure with the ability to think and act strategically, developing practical, creative and innovative solutions, business models and approaches, and driving these forwards;

• The ability to communicate effectively and build strong credible relationships at all levels with varying stakeholders in a complex transactional organisation, including understanding developers and architects, in order to engage and instigate change;

• Able to lead delivery in a matrixed environment and with distributed teams.

For this role, you will also require credibility in the technology arena with extensive experience of:

• Software & Infrastructure Engineering, associated technologies and delivery methodologies

• Operational live service experience across large and complex systems across multiple-suppliers

• A wide range of software and infrastructure design, development and delivery of business critical, online, user-centric services and applications, using associated technologies and delivery methodologies

• Architecture & Solutions Design

• Production Operations and “third-level” Operational Support.

• Product Support and Service Management structures

• Multiple location, team management in excess of 100 people in both direct and matrix models

• Budget management

Summary of benefits

Remuneration:
The post is set within the SCS Pay Band 1 salary range of circa £110,000. No allowances will be payable. Standard Cabinet Office rules on pay will apply to Civil Servants appointed on level transfer or promotion.

Childcare Support:
Childcare benefits (policy for new employees as of 5 April 2018): The government has introduced the Tax-Free Childcare (TFC) scheme. Working parents can open an online childcare account and for every £8 they pay in, the government adds £2, up to a maximum of £2000 a year for each child or £4000 for a disabled child. Parents then use the funds to pay for registered childcare. Reserve List:
If we receive applications from more suitable candidates than we have vacancies for now, we may hold suitable applicants on a reserve list for 12 months, and future vacancies in the Civil Service requiring a similar level of skills and experience could be offered to candidates on the reserve list without a new competition.

Abatement of pension may apply if you are in receipt of a public service pension. In addition, civil servants who have been granted early retirement (under the terms of the Compulsory Early Retirement, Compulsory Early Severance, Flexible Early Retirement or Flexible Early Severance schemes) may be required to repay all or part of their lump sum compensation payments if their re-employment commences during the period represented by the compensation payment.

Annual leave:
If you are a new entrant to the Civil Service your annual leave allowance will be 25 days in the first year, rising by one day per year (on the anniversary of your start date) to a maximum of 30 days
after five years of service. One day of additional leave will be given on account of the Queen’s birthday every year. If you are an existing civil servant appointed on promotion, you will be appointed on modernised terms and conditions. Existing civil servants appointed on level transfer retain current contractual entitlements in relation to annual leave and privilege leave.
