We need a Lead Agile Programme Manager to join DWP’s Children Team.
The Children Team are transforming services like Child Maintenance and Maternity allowances which will help ensure that children and carers can access the support they need. This involves delivery of a complex set of inter-dependant projects, both in-house and outsourced, agile, hybrid and waterfall, user-centred and technology led.
We are undertaking one of the most an ambitious work programmes in DWP to reshape these services, and especially Child Maintenance, for the future.
We’re increasing citizen self-service, straight-through-processing and task automation within our digital systems to allow caseworkers to focus their attention on the most high-value tasks.
We’re balancing strategic long-range activity with a desire to unlock significant short term benefit.
Your role will be cross-functional delivery leadership for software development, user centred design, business operational process design and policy enhancement.
You’ll collaborate a talented management team to collectively achieve our ambitious delivery objectives, enabling orchestration between teams and driving effective project management of external dependencies and suppliers. When we need to resolve the more complex and difficult problems arising from the day-to-day delivery management, you’ll step in to facilitate and help us reach effective decisions.
You will be responsible for the development and execution of joined-up plans spanning multiple onshore and offshore teams involving hundreds of people, and a budget of £10s of millions.
You will use your deep experience of programme and project management to bring a mixture of in-house and supplier outsourced delivery together into a coherent successful programme. You will be tasked with supporting the delivery teams and ensuring they are empowered and equipped to self-organise effectively.
What skills and experience are we looking for?
- Management of multiple projects that include significant digital delivery
- Management one or more complex programmes that are predominately involved in the orchestration between multiple agile teams and with external dependencies
- Able to lead a continual planning process in a very complex environment. Able to plan beyond product delivery
- Able to identify dependencies in plans across services and coordinate delivery. Coached other teams as the central point of expertise.
- Able to act as the escalation point and resolve large or high risk commercial management issues. Through understanding of financial and commercial management in the context of a large organisation.
- As a leader you ensure everyone clearly understands and owns their roles, responsibilities and business priorities. You can give honest, motivating and enthusiastic messages about priorities, objectives and expectations to get the best out of people.
- You understand the legal, regulatory and security requirements in service delivery. And you can set out clear processes and standards for managing performance at all levels.
- You ensure delivery of timely quality outcomes, by providing the right resources to do the job, reviewing and adjusting performance expectations and rewarding success. You maintain your own levels of performance in challenging circumstances and encourage others to do the same.
- A nice to have but not essential is experience in developing, testing and designing software solutions
