About the role

This is an exciting opportunity for a talented and innovative Lead Data Engineer to help us transform data management and data services.
You will have an overview and on portfolio of different projects focusing on all specialisms, help solve technical issues and engage with senior leadership team
You’ll have strong leadership skills and lead our thriving Data & Analytics practice helping to promote and develop the team, organise events and upskilling and build the data community.

You’ll join a motivated team who are focused on delivering excellent customer service, working collaboratively with a range of stakeholders to create innovative solutions in a diverse and large scale operation.

The team deliver using the most appropriate methodology with expertise in both Waterfall and Agile ways of working.

We are looking for someone who has knowledge of both methodologies with an emphasis on Agile, who is enthusiastic, experienced and knowledgeable and can to rise to the transformation challenge and deliver successful business outcomes.

DWP is one of the largest government departments and is at the heart of the government’s agenda for social justice and tackling poverty. It touches the lives of over 20 million people every day, helping them to find work and save for their future, and provides financial assistance worth over £180 billion per annum to ensure that the most vulnerable in society are protected. DWP shares millions of records every day with hundreds of organisations with well-established industry leading master data, analytics, data mining and statistics capabilities.

It is well on the journey towards delivering a once-in-a-generation set of reforms that will transform how the welfare system supports people and society. As part of this, the department is moving to the use of digital services that will transform how government will interact with the citizen. The services will be available anytime and anywhere; the time taken to develop and enhance them will be greatly reduced; and, the costs of providing them will be significantly lower than current services. This will be achieved through a combination of design, better use of new technology, intelligent use of data and building in security from the outset.

Our plans are to transform how DWP’s services are delivered through intelligent use of data to enable insightful real-time decision making, automation of decisions, management of fraud, error and debt and machine learning based digital transaction risk management. We aspire to set the standard for how data can be effectively used, shared and protected leveraging the potential of mining, big data and deep learning technologies by aggregating data across diverse sources while protecting the privacy of individuals.

What will I be doing?

This post covers two significant areas for DWP Digital:

The Head of Role for Data Engineering across DWP Digital, setting the development standards, building capability and maturity for our Data Engineering community, to enable us to deliver cutting edge data products and services.

Lead Data Engineer for Data as a Service, with 8 direct reports and circa 60 staff reporting into the role. Responsible for development and maintenance of data pipelines and data exploitation activities that are at the heart of Data and Analytics service offering both with DWP and across Government.
As a Lead Data Engineer you will be an expert in your field and will role model data engineering practices across the Data Engineering community, continuing to build in quality to data products and services, using industry best practices.
As Head of Role for Data Engineering you will build capability across Digital by attracting and recruiting new talent, building in house skills and supporting the growth of the community.
You will have proven experience working in a large scale data driven organisation, leading design, build, test and deployment activities for data services that are focused on self-service and data quality.

You will be a key player in the senior leadership team in the development, identification, future planning and delivery of data services the Department offers to its customers across Government and Private sector organisations.
You will drive the build of our Data Engineering capability by providing technical leadership to a large number of multi-disciplined teams and provide career development for our Data Engineering Community.
As a Lead Data Engineer you will lead a large number of multi-functional delivery teams, to deliver robust data services to DWP, other Government Departments and Private sector partners.

Responsibilities
The roles and responsibilities for this position include, but are not restricted to :

• Provide the strategic vision for data services and products, championing self-service and modernising data delivery where possible;

• Champion technical evolution within the organisation, including finding, testing, agreeing and adopting emerging technologies;

• The protection of integrity, availability, authenticity, non- repudiation and confidentiality of information and data in storage and in transit;

• Development of innovative ways of managing the information assets of the organisation;

• Providing technical guidance and leadership for the development and safeguarding of robust data structures, including data management, data quality and MI/BI reporting;

• Providing leadership for strategic initiatives, including the development of plans for data structures, data quality, data integration and business intelligence projects and programmes;

• Building strong links across other government departments to influence best practice and share insights;

• Be accountable for the effective management of risks and plans in projects; and

• Leading the Data Engineering community to work collaboratively with Data Science, Data Management and Data Architecture communities.

Applicants must currently hold Security Clearance, or be willing to go through the Security Clearance vetting process. Achieving SC will be a requirement for all post holders. For external candidates, achieving SC will be one of the factors considered to successfully clear probation

What skills & experience we are looking for?

A strong candidate will be able to demonstrate the essential criteria listed below:

• Significant leadership and management experience in a data environment with the ability to motivate individuals to deliver user excellence using highly developed interpersonal communication skills.

• Experience of leading and continuously improving multiple Data Engineer teams in a complex, multi-disciplinary environment, delivering large-scale, complex data products within specific time-scales and working alongside multiple senior Stakeholders.

• Excellent knowledge of Data Landscapes, products and services and experience of working in a large-scale data development or production environment.

• Demonstrable understanding of end to end data delivery techniques in Business Analysis, Data Modelling, ETL techniques, Data Exploitation, Quality Assurance and MI/BI solutions.

• Extensive experience in leading multi-disciplined Data Engineering teams responsible for delivering robust, timely and accurate data products and services.

Also nice to have but not essential..
Ideally you will have experience of larger organisation or estate with tremendous scope and breadth.
