We’re launching an exciting opportunity to join DWP Digital in our new Skills and Capability Manager role.
DWP is the largest government department, and we’re delivering a once-in-a-generation digital transformation of government products and services which touch millions of lives. This is a role with potential for huge impact, in an organisation with unique scale, challenge and purpose.
We’re looking for applications from people who are passionate about hiring and developing people, and building skills within an organisation. You might have knowledge and skills from a background in roles in L&D, training, career coaching, talent management, skills/knowledge management or similar.
You’ll implement the right tools, insight and infrastructure to understand our workforce, identify skills gaps, and to create role profiles and processes that enable us to put the right people in the right jobs.

You’ll join our friendly and supportive Digital Capability team. We build and retain talent so that DWP Digital has the people and skills we need to deliver valuable products and services to our users.

Duties. Work. Projects.
A big part of your role will be taking control of content for our Job Role Catalogue (JRC). This bank of job descriptions is a critical product that sits at the heart of our recruitment and career development processes.
You’ll review, update and transform the catalogue so that the content is fit for purpose and we are using it in the best possible way. There are real opportunities to improve and simplify this product and how we use it, and you’ll collaborate with technical experts and senior stakeholders to get us there.
You will manage our new Skills Capture and career pathways tools. These help our people access the learning and support they need to grow in their career and profession, and enable DWP Digital to better understand our workforce. You’ll develop products and processes that will tell us where we need to invest and what blended learning and development to focus on.
You will also support projects that allow us to understand more about the Digital skills in wider Government and the industry, to shape our Capability Strategy. You’ll closely with stakeholders including technical specialists and senior leaders, HR; suppliers and partners, other departments; and your team mates.
You’ll draw energy and inspiration from working closely with these stakeholders. There will be some hearts to win, and minds to change.
It won’t always be easy, but it will be rewarding and we’ll offer you projects where you have real variety, autonomy and responsibility.
What skills and experience are we looking for?
- Building Capability: solid experience of working in a capability-build environment – for example, Learning & Development, Recruitment or HR.
- Relationship Management: strong skills in forging positive relationships and managing stakeholders at all levels, from a wide range of backgrounds across a complex and/or large organisation.
- Project Management: You can plan effectively and set up and manage projects; understand governance protocols; able to apply polices and compliance such as GDPR; be able to analyse data, activity and performance; and deliver to time and budget.
- Brilliant Leadership: You can inspire and engage others, directly or indirectly, to deliver to exceptional standards.
- Understanding of role and/or capability frameworks or assessments: for example the creation of job descriptions, DDaT or SFIA frameworks, or tools/processes to understand and capture the knowledge, skills and abilities of a workforce.
- Desirable: knowledge of recruitment and selection, agile methodologies, and experience of working in relevant environments (IT/Digital, HR, Public Sector) would be helpful but not essential.
